Maybe this will help you:

opera:config#Link|Expiry

opera:config#Link|Expiry
Been there already. Those settings don't appear to do anything. Both are set
to 99 but many links expire in about a day. This is really messing with my
work flow!

Isn't this that bug which has been discussed here in the past?

Message-ID: <***@mid.dfncis.de>

There were at least two bug reports for 10.60 and 10.62:

DSK-314952
DSK-301972

Maybe someone at Opera can check their statuses?

It seems visitedness is often forgotten for pages that are not in the
cache (for example because they are not cached at all or because they
expire). Unfortunately, it seems to be non-trivial to fix.

And (assuming this is really the problem) I don't think there is any
workaround (increasing cache size or time could maybe help a bit for
some links, but i don't think it will help very much.)

Setting the cache size to 400 MB has helped some. But getting this fixed
sure would be nice ;)
